After consultation with the Ministries of Security and Research, we propose that a Umerian delegation be dispatched to Hiigara to begin preliminary design studies and technical collaboration. We may have been a bit overzealous with our first views on the Orks. The Orks from our home were a bit more bloodthirsty than the ones here, and the initial Ork pirate attacks when we arrived did not aid their image.

As for the espers, we have decided that thy are far to large of a threat to be left alone, leaving us with few good options:

1. Tightly control and indoctrinate all espers in our nation. - Unacceptable. We can not do this to our law-abiding citizens.

2. Disable all espers by blanketing our nation in enti-esper fields. - Unacceptable. This will give others a large advantage over us.

3. Ignore them. - Unacceptable. They are simply too dangerous to be left alone.

4. Make our entire population espers. We have decided this to be the best option. It allows us to let our citizens be free, and gives us an edge over other nations. We expect it will take a year or two of genetic engineering to make something usable on everyone.

As someone once said, "...If everyone is a super, then no one is."

This massive undertaking would likely require huge amounts of research into espers that we currently lack, as well as DNA samples from them. Unfortunately, as espers have sprouted from our citizens on our arrival here, we have no esper murderers of our own to experiment on.
