It doesn't matter if you begin before the Flash even thinks of attacking you. He is too fast for your body to ever react to in time.

Flash must be intangible in movement anyway, so it really doesn't make sense that he can hit people and do any harm while moving at high speed. If he wasn't intangible, then he would create a plasma shockwave whenever he moved through atmosphere. His ability to hit people must be caused by something other than physical impact; maybe some kind of telekinesis even if he doesn't realize it.

Flash's powers are such that he can selectively ignore all negative interactions with his environment and effectively choose which effects of special relativity he wants to obey. I generally don't try to rationalize or explain them because they're so inconsistent anyway.

As I hear it, the Flash can control particles through speed or some such nonsense, such as phasing through objects and deciding whether or not the should explode or not, which would 'explain' (I must use the word loosely) why he isn't ionising the atmosphere. Silly? Very. This is after all the guy who can create pants out of thin air because he's that fast. Exactly why he isn't hitting things with infinite energy though . . .

Intangibility and telekinesis would actually be better, because the Flash wouldn't have these kinds of mind-numbingly stupid problems. Or perhaps Shrike-like time manipulation.

Obviously, you are too fucking stupid to understand a point unless it's spelled out for you in small words. "Reaction time" is how long it takes you to react to stimuli. Precognition means you can start reacting before the stimulus even occurs at all, hence you do not NEED lightning-fast reaction time if you have pre-cog. What part of this are you too goddamned stupid to understand?
