Depends on which sort of titan.
Against an Imperator class titan the ATAT wouldn't stand a chance. In fact i thik that most titans would kick an ATAT all over. The best chance an ATAT would have would be up against a Tyranid Bio-Titan which lacks force fields and as the name suggests is biological rather than mechanical.
After the 'nids i think the Eldar titans would give the ATAT the best chance as their armour is substanstially weaker than other titans and they lack force fields which block incoming fire. Rather they have holo-fields which distort light and make it harder to hit them. they are also more manouvarable than other titans.
