They're the most stereotyped 'baddies' from Dr. Who. The Timelords sent the Doctor to prevent them from being created as they knew that they would be a threat to them in the future, he failed. They were a humanoid species, but due to a nuclear war on their homeworld became mutated creatures only able to survive inside a protective casing. (which looks, somewhat unfortunately like a salt shaker with weapons) They wiped out all other life on their homeworld of Skaro and set about conqering everything else, That which thay cannot conqer they exterminate. They usually are not all that advanced. but by 4000 AD they have reached at least five other galaxies and have a superweapon named the time distructor. At one stage they develop a time-lord style time machine but mostly their time travel technology is fairly primative in comparison.

However on the whole thay are not above the culture
