I have seen Batman describe the Joker as an 'evil genious' time and time again. He is twisted but I think he is also quite intelligent.

Doc Octo is VERY smart. He is also holds a doctorate so he's got the education.

Lex has the business skills that the others lack.

Well, Doc Ock would score higher only because the others would cheat to appear more normal.

Well from what writers describe of them this is what you get

Doc Ock: Actually has the education.

Lex Luthor: Has education...but less scientifically orientated this turnabout.

Joker: Loon with Genius IQ

Magneto: Genius...but nothing special.

I give it to Luthor more then Ock because of what IQ is and that LL is a quite a bit more creative and far reaching. Ock succeeds more in actually training and scientific knowledge but not really IQ.

In the Silver Age era, Supes did indeed posess 'super intelligence.' I believe it was elimated for the modern age.

I am torn between Lex and Occ.

Magneto is just a slavic gypsy with an "Empathy" for electronics & technology, his ability to build just about anything, isn't training, it's a side effect of his power. Now if we include his cousin into this mess, Victor would win hands down... (It got revealed somewhere that Mag's and doom's moms were like aunt & niece)

How I wish that were true. Anyway, it would be misspell in this case.

And I'd give it to Luthor. The Joker might have the IQ, but he'll blow every attempt to gauge it by going for the'other' option on every question in the test and stating something really twisted.
I may be doing them a disservice due to unfamiliarity with the characters, but I don't recall either Magneto nor Doc Ock ever doing anything that indicated genius-level intelligence.
