I dont recall much from Akira but wouldnt Super Saiyan 4 Gogeta (SS4 level Goku and SS4 Vegeta merged) be the most powerfull?

I cast my vote for the Lord of Nightmares as well. I mean, she created four worlds, and can destroy them will.

Four universes if my interpretation is correct. She also created a plethora of extremely powerful sub-creatures (such as the Gods and Monsters) that fed off of her power.
