That looks like it's a Hammer of Thunderbolts. Minor Artifacts in 3rd edition/Pathfinder. Or it's a magic item that's enchanted out the ass end. Either way, looks like Durkon is bringing the pain....

It occurs to me that there is a lot riding on exactly how Dvalin interprets "obey the will of the Council." Yes he is clearly extremely Lawful as shown by his decision to refrain from ending an immediate threat to the existence of the world and the damnation of his people in order to keep his word, but even so it seems like "I swore to obey the will of the elders who make up the Council, not the undead spirits Dominating/possessing their corpses" could easily meet both the letter and spirit of his promise.

There could be additional considerations that the vampires are not considering.

Like proving the council is mind controlled, and the demigod goes 'Oh hel no', and removes the mind-control on them.
