After a long and contentious counterstrike tournament amongst the denzins of Olympia, Chronus curses the Potamies with endless lag. As a result, all freshwater on earth now lags, it moves as though time is moving very slightly slower. Say 80%. Beer and ice remain unaffected.

One obvious effect is that rivers form small cliffs where they meet the tidal sea, with the waves washing and eroding the cliff as the water gains salt. What else happens.

Massive flooding problems because you just clogged up every river, and now every river needs a bigger, deeper channel to move the same amount of flood water. So pretty much every levee on earth is screwed. Massive coastal deadzones form, water pollution becomes much worse everywhere a city on earth. All kinds of rainfall dependent and erosive dependent processes across the landscale would be altered, how much it would matter would vary. Certainly all canyon carving would slow down considerably which means much less sediments downstream, which would lead to things like river deltas being more unstable.
