Based on the quote in the Ent entry, I believe Treebeard cast some sort of magic on the water, rather than it being a naturally magical spring, since it only started to glow after he put his hands over them.

Which, assuming we can achieve peace with the tree-folk, could be a way for them to make money on the side, among other things.
