So at this point wouldn't it be easier to compile a list of DC writers and staff who haven't jumped ship?

In his case, I'm guessing Forever Evil is taking more time and attention than he anticipated. As it is, he's already left JLA after only 7 issues and handed the reins to backup writer Matt Kindt. I am encouraged, though, by the exit interview, that the repercussions of his finale will play into Justice League next year and serve as a follow-up of sorts to the "Throne of Atlantis" crossover.
And, of course, the Black Manta subplot continues into Forever Evil.

This seems like something that was planned (Along with the Flash team apparently moving on). As for replacements, Jeff Parker is actually a damn good writer.

Yeah. And between this volume, the crossover issues with Justice League, and Blackest Night and Brightest Day, he's got 4 years of Aquaman stories under his belt.
