The projectionist at my anime club inflicted this on us last week... this show is somehow both too blatant and too subtle. The problem is that its clearly a parody of something, but even though it is clearly meant to be a parody of American pop culture you have no fucking clue as to what the Japanese think American pop culture is actually about. It's like Gainax skimmed over Ren and Stimpy, Invader Zim, South Park, and a couple Britney Spears music videos while doing some powerful pharmaceuticals and then decided to do a series in Powerpuff girls style with their sensibilities still calibrated for Gurren Lagan. It's baffling. It's full of sex jokes and gross out humour on an epic scale, of the sort that would not be allowed in American pop culture at even a third the dosage presented here.

Yes well, the reference to drugs means that it is really hard to figure out what the hell they are even trying to do, and I do mean to put emphasis on the 'skimmed' part. This show is funny in the way a clown getting hit by a train in slow motion is funny: for all the wrong reasons. It's difficult at any given time to know exactly how self aware any Japanese show is; it's like a Poe's Law but for anime. The method for parody seems to be "like the thing we're parodying, just moreso" but the problem is that that's also the tactic used by serious productions to capitalize on a new trend. That show has a girl with a bow in her hair and it was well liked? Shit, we gotta stick two bows in our protagonist's hair! Is it parody or exploitation? Nobody knows!
The result is shit just keeps getting more crazy over there, like there is some kind of arms race between people trying to push a trend as far as it'll go for humour and people doing the same to capitalize on it's popularity, and nobody can tell who is who, so you end up getting a serious series going even farther than the popular parody that influenced it. It's madness!

The reason why it has lots of fanservice is because it's a fanservice show. It wasn't to 'sell' zombies to the audience at all. That's just how the manga was: Daisuke Sato previously did a lot of hentai work, then decided to do a zombie action story. It's basically the same thing with Panty and Stocking with Garterbelt. Yoh Yoshinari is fairly well known for being a big fan of American cartoons, he's good mates with Hiroyuki Imaishi and they were both instrumental in the successful Tengen Toppa Gurren Lagann. I don't think it's really appropriate to call it a parody of American pop culture at all. It's obviously pretty cheap too, which was the secret to the success of shows like Sayonara Zetsubou Sensei, so I'm not really surprised that Gainax put money into it.

Watching their college project, Daikon, just shows how little they've changed. Like at all. The shows contain huge amounts of references to various crap and usually contain some big-breasted red-head. Yet I still can't help but like at least Gurren Lagann and FLCL. And while EVA isn't my thing at least they tried to do something with it that was unique-ish.

It didn't work, but I allowed one episode each out of a misguided respect for Gainax. It was EVA that kick-started my interest in anime, but I like Nadia more because while it has many similiar characteristics, it's not a mindscrew (and it's steampunk and it has Captain Nemo and submarine warfare and one of my all-time favorite antagonists, Gargoyle).

I know why this is happening: anime is gearing more towards an older audience, because of low birth rates. The fallen economy means they are more desperate for money and thus, without toys to hock to kids, have turned to effectively pornography to support themselves.
This is also the reason why many other programs normally aimed at children (Tokusatsu shows like Kamen Rider and Ultraman) have turned to anniversary series now that they can--get the older viewers via nostalgia (Kamen Rider Decade and Ultraman Mebius). Possibly some of the remakes/re-dos as well.
I am not a fan of the rise in fanservice. It's not just High School of the Dead (which at least had no bones about it being soft core pornography). Dai Mahou Touge actually made me nauseous from the amount of blatant fanservice it had, which is sad because the core premise (wannabe high priest is destined to be the next evil overlord) is actually rather funny. It has other problems, too, but lets move on. Even the recent iterations of Super Robot Wars. Endless Frontier has its fans even joke about it, and the current anime The Inspectors first episode can be effectively describe from the first episode as being 15% Fanservice, 15% Exposition and 70% shit blowing up. That's also a kind of fanservice, but at least its more tolerable. It says something when the series gives one of the core mecha a boob job and the ending is nothing but images of half the female cast in bikinis (save one, who caters to the schoolgirl fetish instead).
God damnit, Japan.
