1) Nurse Ratchet (One Flew Over the Cuckoo's Nest)

Do NOT cross Ratchet, ever.

2) Vader (Star Wars)

Almost the perfect villain.

3) Knives (Trigun)

Pure 100% evil.

4) Phoenix King Sizer (Violinist of Hameln)

Beautiful but deadly, she's sadistic and cruel when she wants to be.

5) Kefka (Final Fantasy 6)

One of the most memorable villains in history.
"Right now we can tell you a report was filed by the family of a 12 year old boy yesterday afternoon alleging Mr. Michael Jackson of criminal activity. A search warrant has been filed and that search is currently taking place. Mr. Jackson has not been charged with any crime. Okay, the part of the OP I'm paying attention to is "Top five villains ever."

In no particular order

1) Lucifer- from Christian (and pre-) myth, countless stories, and especially Sandman and his own comic book, the Adversary is possibly my favorite villain. And "he" has enough apperances that I can cherry-pick the best ones to support my opinion. :D
2) The Auditors of Reality from the Discworld series. I couldn't decide on one Discworld villain, these "guys" seem best since they're a motivating force behind a lot of the events on Discworld... as much as void of definition can be a motivating force, that is... :wink:
3) Rao from Fist of the North Star. The series (and movies) has its flaws, but I give mad props to any villain who, in the epic final battle, beats the hero. We love you, Rao.
4) [shameless]Turbo Jellyfish[/shameless]
5) Darth Vader. What can I say? He's got it all going for him.


And, because they have a special place in my heart, the
TOP FIVE SAMURAI-ish VILLAINS!

Shinomori Aoshi from Ruroni Kenshin (Okay, anti-hero. Cut me some slack.)
uh...
Crap, this is harder that I thought it would be. Nominations? (I can thinkof lots more, mind you, but I don't know if they have that combination of pathos and grandure that it takes to be a really great villain. Or if they're the "best.")

As a fan of the band Bal-Sagoth, I'll have to say that my favourite villain is Zurra, the protagonist of their concept album "The Power Cosmic". Some quotes:

Despite the fact that he was conceived by the minds of an obscure metal band from England, Zurra certainly stands out among villains. Come on - he destroyed both Mu, Lemuria and Atlantis!

2. Tie between Darth Vader Emperor Palpatine I
3. The Joker (Equal parts Rip Taylor, Lars von Trier and Charles Manson. 100% villain!)
4. Agent Smith, if only for his catchphrase. ("Humanity is a disease... and I am the cure!")
5. Morgana le Fay (as portrayed by Helen Mirren in John Boorman's "Excalibur")

Honourable Mentions:
Dr. Doom from "The Fantastic Four" and Supreme Potentate Zxavor from "The Wormhole War". Dr. Doom got disqualified since it's almost 10 years ago since my last exposure to "The Fantastic Four" and Zxavor got disqualified for the fact that he's from one of my own stories, which I haven't finished yet - and it hasn't even got to the part where Zxavor starts acting really villainous.

1. Sauron (Lord of the Rings)

- The prototypical Dark Lord of late-20th-Century fantasy and sf. Pure evil, pure malice, all conquering, all the time. Fallen angel and all-around badass, Morgoth's right-hand man is the standard by which all other villains are measured. Some mistakenly believe him to be a metaphor for Adolph Hitler and the Third Reich. Congratulations, Sauron. You are Number One.

2. Lord Darth Vader (Star Wars)

- Take Sauron, put him in a starfighter and give him a well-hidden weakness for his mewling brat of a son, and this is what you get. Vader is the Number Two all-time badass villain, missing Number One because of the aforementioned soft spot.

3. Gihren Zabi (Mobile Suit Gundam)

- Evil in uniform. Gihren Zabi takes the villainy of Adolf Hitler and combines it with a first-class strategic mind and the ability to take over the entire Solar System. No personal weaknesses, but a tendency to get his ass beat by a group of undertrained soldiers in a prototype space battleship kicks him down two notches to #3. HAIL ZEON!

4. Lord Admiral Galcian (Eternal Arcadia/Skies of Arcadia)

- Big, bad and buff, with a giant black battleship to back up his badassity. Few personal weaknesses (except for an... interesting relationship with his most important subordinate) but a failure to go out and level himself up at the same time as Our Heroes keeps him out of the Top 3.

5. Queen Metallia (Bishoujo Senshi Sailormoon)

- A disembodied cloud of blackness shouldn't be this evil. As the Supreme Mistress of the Dark Kingdom, Queen Metallia plots the destruction of the Earth. Unfortunately, she has a demonstrated weakness for incompetent underlings (let's face it, Beryl was NOT the brightest bulb in the marquee) and this got her waxed by five underage girls and a guy tossing roses. #5.
