IG-88 took over one factory world for a short period of time. He didn't have nearly enough droids at his disposal to start a galactic droid rebellion, much less one that would succeed.

I'm fairly sure that IG-88 controled the planet for longer than that, at least a few years. And a few years with a planet that is completely dedicated to droid production can get you a lot.

Quick question: clones, droids, what else? What other sort of soldier would be a good cannon fodder type of army besides the mechanical and the organic human?

Well, I suppose you could pull a Vong and enslave a race and use them as cannon fodder (Zerg-esque). I doubt this would go over well in the Republic though, or the CIS for that matter.

Even a few years of production on one planet couldn't even come near the number of droids it would take to take over the galaxy. And IG-88 controlled Mechis from between the battle of Hoth (around that time) and the Battle of ENdor.

Actually, it was a good deal before the Battle of Hoth. As I recall, Darth Vader's visit to the planet has something to do with delivering the production plans for the Probe Droids used in finding Hoth. That would mean that he controlled it for long enough before Hoth to produce a large quantity of the Probots, ship them to the IMperial fleet, and have the droids find the rebel base (an unknown period of time), not to mention the period that he controlled the planet before Vader arrived.
