An LTO problem

A friend of mine who's trying some data archiving as a hobby is trying to make an LTO-based tape library.

Problem: he can't find software to finish the his work. He's told me that Oracle LTFS-LE breaks things and that Veeam doesn't have some of the features he needs. One-time-payment software is ideal, but if per-year billing is the only possibility then he can only pay for something on the budget end.

I don't know anything about LTO or tape libraries, so here's the rest of the information he gave me in screenshot format:
