Power Supply Problem?

So, I have this desktop that lately has been making a sound it used to only do when it shut down. Only instead, the fans whirr back up and it stays on with no noticeable drop in performance. I'd be more worried, but I just recently moved it into an apartment and think it might just be power drops from my neighbours.

What do you guys think?

So the fans stay on when the box shuts down?

No, the fans turn off while the box stays on. I'm pretty sure it's only the case fans. The sound I mentioned is a single click that I believe comes from the power supply.

Some time around when I built it... I think you have a good point. I'll try that and see if it keeps clicking.

It seems I have another problem.

for any Linux/Ubuntu experts:

How do I fix this? Every time I try to update other packages, this causes an abort.
