When ever I type anything into outlook the text gets turns

Assuming that the braindead copy of IE8 I'm on at work is faithfully displaying what you're seeing (a row of little boxes) it means that it is trying to type characters which don't exist in the character set you have installed.
It could be a busted font file or an invalid input method editor.

they look like chinese/japanese characters on my screen, this don't know why it would do that or what it even reads.
