Looking for the name of a particular form of government

I'm looking for the name of a system of government wherein people vote on issues, but the vote carries no weight and is used mainly as a way to see how people feel about things. Either a single dictator or a designated group can ignore the results of any vote and pass laws as they see fit.

My friend insists there's a name for that particular style of dictatorship, and he can't put his finger on it. Google has failed me. Is there a name for this?

assuming your friend wasn't just trying a "take that" against repesentive democracy (aka the form of democracy pretty much all western powers have and is really the only practical way of doing democracy in anything but very small communities).

That sounds like a form of despotism or oligarchy, I suppose electocracy could fit too, but.

I've tried a few different variations of this in the search bar. The best I can find is 'Informed' or 'Benevolent' dictatorship.

Aha, found a slightly better one. 'Consensus Dictatorship' seems there is a fair amount of debate as to whether Hitler was an example of it.
