Okay, that sounds right. They didn't learn from Katrina but did learn from Sandy.

Come to think of it, the modern Republican congress's institutional memory doesn't really extend to pre-2006 times as far as I can tell; if they knew how to function as a congressional majority whose party holds the White House, things would be going quite differently. Instead, all they know how to do is either be a minority party in opposition to the government (2006-10) or a majority holding Congress and refusing to do anything that might conceivably benefit the president politically (2010-16). Aside from that, all they know how to do is go "meh, we'll wing it."

Yeah, the old joke about Republicans knowing how to get elected but Democrats knowing how to govern has become a sad truism. In the 2 years the Democrats held Congress and the Presidency they managed to pass the biggest social welfare improvement since what, the 60's? All the Republicans had accomplished with both houses of congress was to make it virtually impossible for anything to get done (including essentially stealing a SCOTUS seat by blocking the nominee for about year). Now they have Congress, a rubber stamp in the White House (at least a few days of the week), and in 8 months have accomplished nothing but.
