startrek cloak part 2

i saw the cloak vs grav trap debate in a dead thread but when i looked through there was a, well MASSIVE, problem with how it was done. it assumes a romulan style cloak, such as the Defiant has. granted i can see how this came about as it is the most commonlly seen cloaked ship, but the federations only internally built cloak....isn't like the romulan cloak at all. it is in TNG that we see it (i freely admit that i forgot what the episode is called) and it not only hides a ship from scanners and ships, but allows it to pass through matter. so my friends how does STAR WARS deal with a group of federation ships with this, instead of the romulain cloaks?
