Is it me or does Janeway look pissed that it was Neelix that sent the crewman t his death and not her?

It's not as bad an argument as you think. Spock's mother was a teacher who spoke English, so it's hardly inconceivable that he'd learn to speak it too; children of mixed-language couples are more often than not bilingual.

If that was their argument, you'd think their response would have been, "Spock had an English-speaking mother".

That still doesn't explain Savick knowing English.
