I was operating under the assumption that unless it was a built in weapon system, the droids didn't have it. Working for the Federal government, I can say that both scenarios are likely. That is if the records are lost.

There is also a chance that the records are all fine, carefully stored, and the people responsible for them are just taking their time getting around to anything.
