Been catching up with Rebels again, plus with scenes in Rogue One, the Rebel Alliance is fragmented and dominated by a few sects who are more willing to act than others. Shouldn't surprise anyone that some groups do operations others would not.

As for local law enforcement I am sure this is the case on Alderaan and Kuat or even the relatively richer parts of individual outer rim shit hole worlds and other locals like Bespin for instance.
