They should have just made a sitcom in the '90s based on "The Lower Decks", with all the actors. Use whatever sets from the shows are available, stock footage, dubbing. Go cheap and cheesy as shit, just write good jokes and know what Trek is.

Where does the CMO rank in the chain of command?

We've only seen two doctors take the bridge, and only Crusher was formally qualified to take the bridge.

Is it only a matter of rank and whether they have enough bridge hours, or do they also try to keep the CMO (and all other doctors) out of harm's way by putting them low on the list?
