Is it ever actually called armor in a movie? Are we sure it is not primarily an environmental encounter suit? Or just a scary uniform with a headdress to frighten the locals?

I don't actually believe any of that, but since the writers have no desire to have the obvious behave as such, why not?

The other thing to note about that episode was that at no point did anyone discuss simply blocking all transporters in order to prevent other murders. I doubt casual transporter convenience would have trumped preventing crew murders.

How so? The oldest source I have handy depicting a Victory is the Imperial Sourcebook and while having a similar hull form its not the same hullform and all the details are distinct. It's not just a global 3D upscale (for obvious reasons).

Presumably, this is the case for every weapon system regarding a safety. If you conceive of the transporter as a weapon, it could be just as easy to switch such a safety off. We are not talking about why the transporter isn't used as an impromtu weapon, but rather why it not a primary weapons system...

From the same source as that map, most of the time they show Hutt Space to be 1/3 of that, which as you said is only roughly 1/3 of the Outer Rim rather than the entire thing as claimed. We know the Hutts don't control the entire Outer Rim regardless of what Palpatine says, so it's irrelevant. Hell, a good portion if not most of the Separatists were freaking BASED out of the Outer Rim, putting an instant lie to that assertion.
